		<description>I find this a particular problem working in UK local government, as an editor and content writer for a county council. It IS difficult to get staff excited about their work, but what is more difficult is then getting approval from heads of department/team leaders to post up what YOU think is a lively piece of content, but they see as 'too off-message' or out of step with the rest of the site, or what would be expected from a government organisation.</description>
